Character type facet

ctype_byname

The ctype_byname standard facet has the same characteristics as the ctype class, except that its constructor allows the construction of an object for a specific named locale:

constructor: explicit ctype_byname ( const char* std_name, size_t refs = 0 );
Constructs an object with the same characteristics as ctype but adapted to a specific locale, identified by the name std_name.

ctype_byname specialization: ctype_byname<char>

The char version is also specialized, just like in ctype, so that some of their member functions can also be implemented inline.
